Rules for Jewellers in Jordan
Reviewed October 2026. Check the sources for the latest rules before acting on them.
Making charges and pricing
Jordanian jewellery is priced by weight. The Jordan Jewelers Syndicate (the General Syndicate of Owners of Jewellery and Goldsmiths' Shops) publishes daily selling and buying gram prices for 24K, 21K, 18K and 14K, and 21K is the most traded karat. Since late 2024 the bulletin has covered the metal only, and each shop sets its own making charge (masna'iya), per gram or per piece. JSMO advises buyers to get an invoice showing the jeweller's name or stamp, the date, the type of piece, its legal purity, the weight in grams, the syndicate's price for the day, the making charge and the total.
When buying back old gold, shops pay the syndicate's buying price for the karat, which is below the selling price, and the making charge is not refunded.
Hallmarking and purity marks
Gold must be hallmarked before sale. The Precious Metals Department of the Jordan Standards and Metrology Organization (JSMO) tests locally made and imported gold, silver and platinum jewellery against the fineness declared by the manufacturer or importer, using X-ray or fire assay. Pieces that pass are stamped with the JSMO hallmark, by laser or punch. JSMO also checks bars, inspects shops and workshops with portable XRF analysers and follows up consumer complaints.
Jordan's hallmarking law sets the legal gold standards, including 21K (875), 18K (750) and 14K. Gold shops also need a licence, and in October 2026 the Ministry of Interior ordered action against unlicensed gold sellers on social media.
Tax on sales and scrap
The standard rate of general sales tax is 16% (General Sales Tax Law No. 6 of 1994). For gold jewellery, the tax has been collected since 2018 through the hallmarking fee: a fixed amount per gram that JSMO charges when pieces are stamped, with a higher rate for imported than for locally made jewellery. JSMO has said that this fee includes sales tax, so the tax is built into the trade price rather than calculated on each sale. Gold imported from Arab free-trade partners enters without customs duty.
No sales tax arises when a private individual sells you their own old gold. Jordan's national e-invoicing system, JoFotara, has been enforced for sellers of goods since 1 April 2025. Check the current fee and invoicing rules with the Income and Sales Tax Department or your tax adviser.
Customer checks and reporting
Dealers in precious metals and stones are designated non-financial businesses under the Anti-Money Laundering and Counter-Terrorist Financing Law No. 20 of 2021. They must carry out customer due diligence, keep records and report suspicious transactions to the Anti-Money Laundering and Counter-Terrorist Financing Unit (AMLU), without telling the customer. The cash threshold for customer due diligence is set in instructions issued under the law, so check the current figure with the AMLU or the syndicate.
The Ministry of Interior licenses gold shops on security grounds. In October 2026 it ordered closer tracing of jewellery of unknown origin, including checks on proof of ownership, where pieces are suspected of links to theft, fraud or money laundering.

How do Jordanian jewellers work out the value of old gold?
Weigh the piece, confirm its karat from the JSMO hallmark, and multiply the weight by its purity (0.875 for 21K, 0.750 for 18K) to get the pure gold content. Then value that at the price on this page. Shops pay the syndicate's daily buying price for the karat, which is below the selling price, and the making charge is not refunded.

The Jordan Jewelers Syndicate publishes daily selling and buying gram prices for 24K, 21K, 18K and 14K. The bulletin covers the metal only; each shop adds its own making charge.
Who hallmarks gold in Jordan?
The Jordan Standards and Metrology Organization (JSMO). Its Precious Metals Department tests and stamps locally made and imported jewellery before sale and inspects shops and workshops.
Where do Jordanian jewellers report suspicious transactions?
To the Anti-Money Laundering and Counter-Terrorist Financing Unit (AMLU). Dealers in precious metals and stones are covered by Law No. 20 of 2021 and must also carry out customer due diligence and keep records.
How do I work out a price quote for a ring or custom piece in Jordan?
Add up your cost: the metal (finished weight × purity × today's price, plus casting loss or wastage), stones, findings and parts, labour (setting, polishing, engraving, CAD and casting) and any other costs and overheads. Then add your markup on cost or price for a target margin, round to a sensible figure and add tax. The jewellery quote calculator on this page does this in JOD at the live gold price, shows your profit and margin, and prints a customer quote.
